Sudan unveils new security arrangements proposal

Sudan has released a new proposal for how it thinks security arrangements should be done once peace in restored in war-torn South Sudan.

Sudan has released a new proposal for how it thinks security arrangements should be done once peace in restored in war-torn South Sudan.

The document released on Friday and seen by Radio Tamazuj outlines 13 points on security arrangements in South Sudan.

The proposed points are:

Demilitarization of Civilian Centres

-Demilitarization of civilian centres (schools, service centres, IDPs camps and Protection of Civilian Centres etc…) from all aspects of military presence during the pr-transitional period.

Composition of the Joint Transitional Security Committee

The joint transitional security committee shall compose of five members. TGoNU has 3 members; SPLM/A-IO has 2 members and another one member from UNMISS.

– Decisions of this committee shall be taken by consensus.

Timeframe of Forces Unification

A national army cell (joint forces) shall be established during the pre-transitional period, and for this purpose, the pre-transitional period shall be six months.

– The pre-transitional period shall begin with joint forces, which the parties shall agree its size.

– Training of the joint forces shall begin immediately following completion of the assembly during 45 days.

– The process of building a national army shall continue for two years along the transitional period.

– During the above mentioned two years of the transitional period, the security sector reform shall be concluded.

– IGAD member state (Sudan and Uganda) shall participate in training of the advance joint forces.

Cantonment of Forces

Without prejudice to separation of forces, the opposition forces shall be assembled at locations to be agreed upon by the parties, while the TGoNU forces remain in their camps outside the towns.

Before the pre-transitional period, TGoNU forces inside the towns shall be reduced.

– At the beginning of the transitional period and upon a plan to be agreed by the parties, the military command posts shall be handed over to the national army.

Operationalization of Khartoum Agreement

The parties shall commit to the Agreement of Cessation of Hostilities and shall conduct the following activities in accordance with Khartoum Declaration Agreement signed on 27 June 2018, the activities are:

A) Re-notification of forces by parties’ leadership including the issuing of orders to cease operations, and enforce the freezing of forces in their locations.

B) Declaration of dispositions and locations of forces not previously declared on 21 December 2017 CoHA.

C) Disengagement and separation of forces in close proximity as per priorities and presented by CTSAMM.

D) Establishment of buffer zones and lines of control for controlling of forces and prevention of any unexpected clashes.

E) Establishment of the necessary mechanism (e.g. Joint Ceasefire Commission to be supervised by the IGAD, Sudan and Uganda).
