Sudan’s Bashir orders urgent constitutional amendments

He also called for a review of the decentralized system of governance.

During his address to a parliamentary session that was attended by the Secretary-General of the opposition Popular Congress Party (PCP), Dr. Hassan al-Turabi, on Thursday, President Bashir said that the decentralized system of governance in Sudan resulted in some negative practices.

The long-serving president said the system resulted in an outbreak of tribalism, making some people gain power at the expense of citizenship and merit.

He warned that the decentralized governance has negatively impacted on peace and social security between communities, which he said has been triggering tribal conflicts.

The head of state pointed out that the system has become one of the threats to national security, while directing the lawmakers to consider working on a comprehensive assessment of the experience.

Previously, a leading member of the ruling National Congress Party (NCP) hinted that the party’s leadership council may resolve to cancel elections for governors and instead make them appointed officials.

Bashir also called for assessment of laws and regulations relating to economic and financial matters in order to reorganize the overall financial performance. The NCP party leader indicated that there is need to reconsider coordination between the public finance, investment and development laws to avoid overlapping.

He promised that next year will witness a variety of programs for the recovery of the Sudanese economy so that it meets the rapid development.

El Bashir also pledged to provide support for the development of foreign relations with the international community and the region in accordance with what he termed as independent decision perspective in order to achieve mutual benefits and common interests.
