The Chairperson of the Sudan People’s Liberation Movement-North (SPLM-N), Malik Agar, has issued three resolutions aimed at establishing a “civilian authority” in the areas controlled by the SPLM-N in South Kordofan and Blue Nile states.

The SPLM-N intends to initiate a dialogue to establish a group of civil society forces in order to secure the concept of a “New Sudan” adopted by the Movement.

The first resolution concerns the formation of a committee for dialogue with what Agar called “the new powers” with the purpose of “building a national democratic movement of all those who believe in the vision of a New Sudan, based on citizenship, without discrimination.” The SPLM-N assigned Anwar el Haj, living in Washington, as chairperson of this committee.

In its second resolution the SPLM-N proposes to establish an independent court. This “Human Rights Court” will rule on complaints filed with respect to human rights violations committed in the areas under control of the SPLM-N.

The third resolution aims at establishing a commission on gender affairs in the areas controlled by the Movement, with the idea of developing a public policy for the protection of children, women and civilians in the areas controlled by the SPLM-N.
