South Sudan’s government has blocked a convoy of ceasefire monitors that had been traveling to the town of Yei, the organization tasked with overseeing the country’s peace deal said.

The Ceasefire and Transitional Security Arrangements Monitoring Mechanism said that its officials had been guaranteed passage to Yei, but its patrol was blocked by government forces.

Yei has been highlighted by U.N. officials for its risk of genocide, and an AP investigation found evidence of ethnic targeting.

“CTSAMM would like to reiterate that it has the legal rights to be present in South Sudan,” under the peace deal, the monitors said, and added they were allowed free movement under the country’s peace deal.

South Sudan’s government has repeatedly promised peacekeepers and monitors of the country’s peace process freedom of movement.
