Philip Aguer: SPLA needs new barracks to withdraw from Juba

“The first step is to determine sites 25 kilometres outside Juba, this has been done. What is remaining now is the establishment of military barracks so that the actual withdrawal can start,” he said.

Speaking to Radio Tamazuj Sunday, Philip said the establishment of the military barracks outside Juba is a responsibility of the government, African Union, and the rebels.

UPDF withdrawal  

Philip Aguer confirmed that the Uganda People’s Defence Force (UPDF) will begin withdrawing this week and finish the process by mid October.

He noted that the withdrawal applies to UPDF troops in Jonglei and Central Equatoria, but not in Western Equatoria.

Aguer downplayed a statement by Uganda’s military spokesman Paddy Ankunda who said that the UPDF did not receive any order to leave South Sudan.

The peace agreement signed by President Kiir and rebel chief Riek Machar stipulates the completion of the withdrawal of all foreign troops from South Sudan within 45 days of signing, with the exception of Western Equatoria State.

UPDF troops are part of an international force deployed in Western Equatoria to pursue the Lord’s Resistance Army rebels of Joseph Kony.
