Mediators propose restoration of 3 regions if no agreement on states issue

The mediators on Sunday proposed restoration of the three historical regions in South Sudan if the proposed Inclusive Boundary Commission (IBC) fails to settle the dispute over the number of states during the pre-transitional period.

The current 32 states created by President Salva Kiir correspond to three regions of Bahr al Ghazal, Equatoria and Upper Nile.

A top official at the venue of the peace talks in Khartoum told Radio Tamazuj that the mediation team proposed that the Commission will be composed by IGAD and that it will carry out its work within 180 days.

He pointed out that the mediation team also proposed five vice presidents, with opposition leader Riek Machar reinstated as first vice president.

The official further said the mediators called for 35 ministries during the transitional period. The incumbent government was allocated 18 ministries and the opposition was given 17 ministries. The SPLM-IO will take 10 ministries whereas SSOA, FDs and other political parties will divide up the seven ministries.

According to the proposal, the official said, there will be 550 members of parliament. The incumbent government was allocated 55% and the remaining 45% was given to the opposition.

He added that the peace plan proposed 50 members of the Council of States. The incumbent government was given 55% while the opposition groups will divide up the remaining ratio.
