South Sudan’s National Constitutional Amendment Committee (NCAC) submitted on Wednesday four security bills to the country’s minister of justice, Paulino Wanawilla.
NCAC’s chairperson, Gichira Kibara said the bills are to amend laws governing the security sector to conform to the peace agreement.
He said the bills his committee reviewed and presented included that for reforming the prisons service, police, national army as well as wildlife services.
“These bills are important in laying the foundation for the implementation of the peace agreement, particularly during the transitional period,” Gichira told reporters in the capital, Juba.
“As soon as the bills are passed, then they will govern the way those institutions are reformed in order to conform to what the parties wanted when they made the agreement,” he added.
Kibara said the Political Parties and National Security Acts are in the final stages and will be presented to the Justice ministry early next week.
Meanwhile, Minister Wanawilla said he received the bills due for presentation to the council of ministers and the national legislative assembly.
“I can confirm I received the four bills. I am going to work on them as soon as possible for presentation to the two institutions,” he said.
The NCAC was established under Chapter 1 Article 13 of the revitalized peace agreement.
