Justice Minister presents constitution-making bill to Parliament

The Minister of Justice and Constitutional Affairs Reuben Madol Arol on Tuesday presented to parliament the long-awaited Constitution-Making Process Bill, 2022.

The Bill aims at formulating a legal framework that will pave way for the permanent constitution-making process and the conduct of general elections by the end of the transitional period.  It will also guarantee good governance, constitutionalism and rule of law.

The process has been delayed for nearly a year since the formation of the unity government in February 2020.

“I hereby respectfully submit the Constitution-Making Process Bill 2022 to you after its approval by the Council of Ministers in its Regular Meeting No.14/2021 for your deliberations and enactment,” Minister Madol said.

The constitution-making process was launched by President Salva Kiir in May last year.

According to the Revitalized Peace Agreement, the constitutional amendments, if passed by parliament, will incorporate the 2018 peace deal into the national constitution.

A National Constitutional Amendment Committee was established in line with the peace deal to spearhead constitutional amendments in the country. The committee represents the parties to the peace agreement.
