Governor Ukello pledges probe into Jur River atrocities

The Governor of Western Bahr el Ghazal, Emmanuel Primo Ukello, has vowed to establish a committee to investigate alleged atrocities committed by government forces in Kubri-Ngab, Jur River County, earlier this month.

The incident occurred on 7 February, when National Security Service (NSS) and South Sudan People’s Defence Forces (SSPDF) personnel were deployed to Kubri-Ngab checkpoint following clashes between government and SPLA-IO forces over national security uniforms. The confrontation resulted in the death of one NSS officer and injuries to two others.

Later that day, NSS forces allegedly burned down the local market and were accused of looting and sexual violence against women and girls.

Last week, the forces were withdrawn after a state government security meeting addressed the reported abuses.

Speaking on Thursday at the Gerinti military base in Wau, Governor Ukello announced that his administration was collaborating with the army to investigate the events in Kubri-Ngab. He emphasized that those responsible would be held accountable.

“We are with you, and anyone who committed a crime in Kubri-Ngab will not go unpunished,” he told soldiers. “We are forming an investigation committee to assess the damage to properties so that we can gather evidence to present to the National Government.”

The Governor also issued a public apology to the residents of Kubri-Ngab.

“We want to apologize to our people in Kubri-Ngab. We are truly sorry, and I hope the people will accept our apology. Let us all work together to rehabilitate the area,” he said.

Maj Gen Jel Mangok Yel, Commander of the SSPDF 5th Infantry Division, reiterated his commitment to protecting the rights of citizens in Western Bahr el Ghazal State.

“I respect every citizen in Western Bahr el Ghazal State,” he said, warning soldiers against committing crimes against civilians. “Anyone caught violating the law will face consequences,” he added.

The call for investigations comes amid growing calls for accountability and justice for the victims of the alleged abuses.
