In Arusha, the three sides–the SPLM-Juba of Salva Kiir, the SPLM-In Opposition of Riek Machar, and the SPLM-G10 “Former Detainees”– agreed to put on hold any party congresses or national conventions until the war ends and the party is reunified. They decided to revoke earlier decisions dismissing party members from the SPLM, and said that in future votes within the party a secret ballot would be used for contentious matters while a show of hands would suffice for “non-controversial issues.”

There were hints of curtailing executive powers. “The term limit of the SPLM National and State Chairpersons shall be two terms of 5 years each only,” the agreement read, and the sides abolished a provision that had given the party’s chairperson 5% of appointments to the National Convention. They said the draft SPLM constitution of December 14 2013 would form the basis for future discussion of the new SPLM Constitution.

The sides also agreed to apologize for atrocities to the people of South Sudan for atrocities committed during the war, and to prevent anyone convicted of crimes against humanity, war crimes, or human rights violations from holding future public office.
