Council of Ministers approves two Bills

Information Minister Michael Makuei on Friday disclosed that the cabinet listened to a presentation by the Minister of Justice and Constitutional Affairs, Ruben Madol, on the Fiscal and Financial Allocation Monitoring Commission Bill 2023.

He said the Bill intends to establish the Fiscal and Financial Allocation Monitoring Commission and after deliberations, it was passed and the justice minister was directed to present it to the Transitional National Legislative Assembly (TNLA) for consideration. 

According to the information minister, the cabinet also listened to a presentation from Justice Minister Madol on the Cyber Security and Computer Misuse Bill 2023.

He added that the Bill was first operationalized in 2021 as a Provisional Order by President Kiir but that it legally expired before it could be presented to the parliament.

“When it was presented to the parliament, it had already lapsed by the provisions of the law and as such the minister had to redraft it and put it up in the form of a Bill,” Makuei stated. “This Bill was presented today (Friday) for the protection from and control of cyber-crimes and misuse of computers. This law was also discussed, deliberated upon, and passed to the next level with the minister of justice also directed to present the same to the TNLA.”
