Some neighborhoods in Juba were ethnically cleansed of Nuer people by pro-government sources when the war began, according to an African Union Commission of Inquiry.

Houses in these neighborhoods have since been occupied by squatters including members of the organized forces, Aguer said.

Aguer said refusal of these squatters to leave is an obstacle to the implementation of the peace agreement.

He added that when the people who fled the outbreak of war to UN bases or outside the county return to their homes they should find their houses empty so that they can have a place to live in peace.
