A South Sudanese civil society leader has expressed disappointment with the way Joint Monitoring and Evaluation Commission has been handling mobilization efforts for implementation of the peace agreement, equating it to not doing enough monitoring for a smooth implementation of the accord.
The activist said without proper funding, the peace agreement cannot succeed.

Speaking in an interview with Radio Tamazuj, Edmund Yakani said the parties to the Agreement also share blame with JMEC in teams of political will and good faith politics that they could commit themselves that they can implement the peace agreement.

“My position as an organization working in observing how JMEC is accomplished in its given mandate by the provision of the peace agreement, my opinion is JMEC is not doing enough in the sense that they are not putting the priority to accomplish their mandate timely”, said Yakani.

“Secondly, they are not doing enough to ensure that the mobilization for the support of the peace process is being carried forward. Most of it, they have gone silence and what now we have seen they are knee on security arrangement, though security arrangement is one of the pillars, but in terms of political will, they are not doing enough, they are doing less and is not motivating”, Yakani said.

Yakani said since JMEC took over their position, CTSAMM is reporting on the violence of the ceasefire Agreement. He says “but the big question is what next? Is it providing public information or this reports are supposed to make decisions? What decision impact do they have?”

“I am appealing that JMEC should do a lot to be a motivating factor that can mobilizes donors (political will) to put funding because without a funding to the Peace Agreement, this Peace Agreement cannot be realized, we can’t realize this peace Agreement by too many meetings and too many talks that are not doing actual work to make sure that this agreement is accomplished”, he said.

He urged the government of transitional National Unity to set an agenda for the peace implementation, saying he knows all the ministers were asked to put their programs, that is very important programs and their programs become a marketing tool for mobilizing donors.

“The parties to the Agreement have to demonstrate political will and good faith politics that can motivate the donors because without money this agreement will not move further”, he added.
