Al-Zain Ahmed Al-Haj, the Head of Civil Administration in South Darfur, urged state citizens to unite with the administration to confront challenges and uphold national unity, rejecting racism and tribalism.
In a press conference following his appointment last week, Al-Zain emphasized that the Civil Administration was formed through consensus among various civil components in accordance with international law and the Geneva Conventions. The aim is to establish civil governance under the banner of “Civil Administration,” focusing on protecting civilians, delivering essential services, and providing humanitarian aid.
“The state possesses abundant resources, and we aim to invest in and utilize them for the benefit of South Darfur’s people, correcting past resource mismanagement where resources were exploited for unspecified entities,” Al-Zain stated.
He pledged to utilize expertise and experience to provide essential services and protect civilians until the state regains its economic and commercial status among Sudanese states.
Al-Zain expressed gratitude to the Rapid Support Forces (RSF) for acknowledging civil forces as partners in national security, urging them to continue protecting unarmed civilians as the state transitions under their control.
He also praised the traditional administration’s historical role in addressing community issues and promoting social cohesion through conflict resolution in Sudanese society. He urged them to organize a comprehensive conference to tackle societal issues in South Darfur, aiming for harmony and maturity across tribes and components.
Al-Zain called on the international community and the United Nations to support the civil government in education, health, relief efforts, and addressing the war’s aftermath, facilitating the return to normalcy for the people.
The Civil Administration in South Darfur was established last Tuesday, with Al-Zain Ahmed Mohammed appointed as its head after a series of committee meetings led by the RSF, comprising around 70 members.
In response, Bashir Mursal Hasaballah, the Acting Secretary-General of the Government and acting governor appointed by the Federal Governance Chamber from Port Sudan, issued a decree on Wednesday. Obtained by Radio Tamazuj, the decree suspended the executive apparatus in South Darfur State, excluding healthcare personnel, and vowed to pursue collaborators with the RSF in the state.
