Civil society group Community Empowerment for Progress Organizaion (CEPO) has complained of the delays in forming South Sudan’s transitional government saying, calling on the parties not to create more conditions delaying peace implementation.

CEPO Executive Director Edmund Yakani said, “the taste of Dr. Riek Machar returning to Juba is no longer sweet because of ever failure of Dr. Riek Machar arrival.”

“Whenever [his arrival] is declared either by the government or SPLM-IO Leadership, always the end results is disappointment,” he added.

Yakani also appreciated the National Security Service (NSS) for having approved for the SPLM-IO Chairman Riek Machar to come to Juba on Monday.

He cautioned, however, that three are “hardliners” who are looking for excuses to buy time in order to prevent implementation of the peace deal.

“In strong terms CEPO is appealing to both government and SPLM-IO to stop using pre-condition for delaying the peace agreement implementation. Conducive environment for successful implementation of peace accord is normally defined by having trust and confidence towards each other. Absence of trust and confidence towards each other normally make cooperation harder for implementing any agreement,” cautioned Yakani.

Finally, CEPO called for peace partners to form the transitional government of national unity on Monday.
