Activist urges new RJMEC head to fast-track peace implementation

The Executive Director of the Center for Peace and Advocacy (CPA) has urged the newly appointed Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) to prioritize the swift implementation of the 2018 peace agreement, with a particular focus on the unification of forces.

On Monday, Ter Manyang criticized the former leadership under retired Maj. Gen. Charles Tai Gituai for delays in executing the peace accord.

He called on the new RJMEC Chairperson, George Aggrey Owinow, to take a proactive approach to addressing outstanding tasks, including the graduation of the necessary unified forces.

“I call on the new chairperson of RLMEC to be proactive on the implementation of the peace agreement to move the implementation forward. Everything is stuck due to the inaction of the previous leadership that led the general public to lose confidence in our government,” Manyang said. “Ambassador Maj. Gen. George [Owinow] should focus on the graduation of the necessary unified forces to allow for their deployment. He should ensure that the organization is active in the implementation of our R-ARCESS. He should also prioritize the facilitation of peaceful, credible, and fair elections in December 2026.”

According to Manyang, South Sudanese are eager to cast their votes next year, yet the relaxed manner of the transitional government’s executive indicates that the political elites are unprepared to implement the peace agreement and institutional reforms for the country’s transition from war to democracy.

Ambassador Major General (rtd) George Aggrey Owinow was appointed the new interim chairperson of RJMEC over the weekend, replacing Charles Tai Gituai. The body oversees and monitors the implementation of the peace accord in South Sudan.
