2018 peace deal flop ‘a major let down’

A senior member of the Former Detainees (FDs) in the Ceasefire Monitoring and Verification Mechanism (CTSAMVM), Gen. Bior Leek Kuareng, has expressed frustration over the failed implementation of the 2018 Peace Agreement and the delay of the General Election.

Speaking to the media in Juba on Friday, Gen. Bior urged the government to fully implement the peace agreement and go for elections to avert the wrath of the frustrated citizens.

“According to the report we rendered to the High Level Committee, 10 percent has been implemented, 33 percent is in progress. This means that we are not serious about implementing the agreement,” he said.

“Go to the streets of Juba and ask the people, they are not for another extension but they are afraid to talk…We have so many critical issues that we should look into if we do not want to be stoned in the streets of Juba. I think the people of this country are fed up,” he warned.

The FDs representative called on President Salva Kiir to consider replacing some members of the National Transitional Committee (NTC), who were not serious.

“I urge the government, the President and the first Vice-President to look into those who are tasked with monitoring the agreements. Bring new faces to implement the peace agreement,” he said.

“We should reform NTC and bring on board people who are serious about implementing the agreement so that the people of this country can trust us,” he added.

Gen Bior further called on the government to brief the citizens on the peace process, especially the fate of the Tumaini Initiative talks in Kenya, after the extension of the transitional period for another two years.

“I urge the government to give us the details about the Nairobi talks. Is it dead or alive? Will the holdout groups accept the extension or not?  I am urging the government to give us the details,” he said.

Bior noted that several regional leaders were invited to the launch of the peace talks in Kenya, thus they needed to be updated on the progress.

On the delay of the elections, the FD representative called on the High Level Committee to explain the source of funding and how resources would be mobilized for the 2026 poll.

“I want the High Level Committee to give us a guarantee on where they will generate the funds. We have extended the transitional period, but we do not know where we are going to get the funds.  I urge the High Level Committee to go to the media and give us the details because they have reported that they want US$433 million,” he said.
